Terms and data
We read the guarantee terms and agree the comparison convention before looking at results.

The comparison convention is fixed before results are examined, so the verdict cannot be tuned to the outcome.
Where the uncertainty band straddles the guaranteed value, the verdict is INCONCLUSIVE, and the report states what additional measurement would settle it.
